. . . The U.S. Army Reserve Volunteers is a registrar of United States paramilitary groups composed primarily of veteran members and unarmed militia organizations chartered under state non-profit regulations.
. . . The USARV offers training and administrative services to organizations that provide honor guard, military reenactments, final honors and color guard ceremonies to private gatherings and the general public at no charge.
. . . The USARV also offers training and administrative services to organizations perticipationg in homeland defense, disaster relief and community services working with agencies of FEMA, the DHLS and the American Red Cross as well as assistance to veterans organizations of all branches of the Armed Forces, the National Guards and Civil Aviation organizations.
The USARV is organized as a military reserve force under the provisions of and pursuant to Article 1, Section 8 of the Constitution of the United States; Section 109, Title 32 of the United States Code. The National Security Decision Directive Number 259, signed by President Ronald Reagan, pursuant to 32 USC 109 and conforms to existing military regulations Title 10 USC and Title 14 USC, Chapter 21 and to U.S. Army Regulation AR670-1 Sections 1-10, 30-1 and 30-8.
